Towards Applying the Quality Reference Model in Higher Education Institutions

Under the generous patronage of the President of Al-Wataniya Private University, Prof. Dr. Ahed Khuzam, and under the supervision of Dr. Hazem Melli, Vice President of the University for Scientific Affairs, the University organized a training workshop for its administrative and teaching staff over the course of three consecutive weeks, which centered on applying the reference model for quality in higher education institutions launched by National Commission for Quality Assurance & Accreditation ,in accordance with the European model EFQM and the model approved by the Association of Arab Universities, with direct academic training from Prof. Dr. Walid Sahyouni, Director of Quality Assurance Centre at Al-Baath University.

The importance of the quality reference model in higher education comes from the fact that it adopts the RADAR logic, which is a dynamic framework and a powerful management tool that provides a systematic approach to questioning the institution’s performance at the highest level, which stipulates that the institution must determine the( Results) that the institution aims to achieve as part of its strategy, and planning and developing an integrated set of sound (Approaches )to achieve the results required now and in the future, in addition to disseminating (Deploy) methods in a systematic manner to ensure implementation, and evaluating and improving (Assess and Refine) the methods used on the basis of monitoring and analyzing the results achieved and continuous learning activities.

The training workshop topics varied to provide a detailed explanation of the reference model, which includes input and direction standards (strategy and leadership, governance and organization, resource availability and use), resource and process standards (students, education and scientific research processes, educational staff and administrative staff, quality, institutional development and partnerships) and standards for outputs and results ( teaching and learning outcomes, research and development outcomes, societal impact), where Dr. Walid Sahyouni worked to describe each standard, its evaluation elements, the issues that must be addressed in each element and their relationship to each other, indicating the method of collecting the required information through questionnaires and evaluating this information based on a specific example and mechanism of putting grades, in addition to training cadres on the elements of each of these standards.

Regarding the importance of applying the reference model in higher education institutions, Dr.Walid Sahyouni explained the role of this model in developing a culture of quality in Syrian higher education institutions, ensuring its sustainability, and developing quality assurance mechanisms that are compatible with international best practices, and help in self-evaluation of quality in institutions, in addition to ensuring quality, in all the tasks carried out by higher education institutions, such as education operations, scientific research, community service, and its role in facilitating mutual recognition of higher education institutions inside and outside Syria.

As for administrative and educational staff, it helps encourage them to develop innovative educational materials, develop mechanisms to evaluate curricula, students, graduates, and members of the educational staff, and facilitate the implementation of student exchange agreements and the exchange of faculty members, ending with enhancing transparency, accountability, and academic integrity within educational institutions, which stimulates competitiveness in Syrian higher education institutions.
