University Council

The University Council undertakes the duties, powers, and responsibilities related to defining the University’s general policy, approving its plans, organizing its work, and following up on its academic, administrative, and financial affairs.

Duties, Authorities, and Responsibilities

The Council undertakes the following duties, authorities, and responsibilities:

  1. Defining the general policy of the University, determining its objectives, providing general supervision over their achievement, and monitoring their implementation in light of higher education policy.
  2. Approving the general plans necessary to achieve the University’s objectives, and working to develop the University and improve its performance.
  3. Approving regulations and instructions for organizing the University’s work, administration, and affairs.
  4. Establishing the internal system, including the internal bylaws, the University’s financial system, and other regulations for endorsement by the Ministry of Higher Education.
  5. Studying the establishment of faculties, departments, or academic programs, as well as their merger with others or cancellation.
  6. Proposing the appointment of the University President in coordination with the owner, and submitting the proposal to the Minister of Higher Education.
  7. Nominating the Vice Presidents of the University and defining the duties of each in agreement with the University President, as well as appointing faculty deans and determining their salaries and compensations.
  8. Discussing and approving, with the owner, the annual plan submitted by the University Council for the executive projects of the University’s policy and development projects.
  9. Discussing and approving the allocations required for the University’s various facilities, including construction, supplies, salary scales, wages, compensations, and rewards.
  10. Discussing and approving the annual report, the draft general budget, and the final accounts of the University, and depositing a copy of the University’s annual budget with the Ministry of Higher Education.
  11. Determining the number of students admitted annually to the University in accordance with the rules approved by the Higher Education Council.
  12. Determining tuition fees, study fees, university housing fees, payment methods, exemption conditions, rules for granting financial and non-financial rewards and assistance, and the cost of health insurance in agreement with the owner.
  13. Approving the salary scale for all University employees, including teaching staff members, based on the proposal of the University Council.
  14. Accepting donations received by the University through endowments, wills, gifts, grants, and other means from inside or outside the Syrian Arab Republic after approval by the Minister of Higher Education, and managing them in accordance with Syrian legislation to achieve the University’s objectives in a manner consistent with the interest of the state, including the establishment of a dedicated donations fund.
  15. Proposing approval of cooperation agreements concluded by the University with Syrian, Arab, and foreign universities, and receiving scientific figures after approval by the Higher Education Council.
  16. Considering any matter related to the University presented by the University President that does not fall within the powers of any other authority under the provisions of this system.
  17. The Council may form permanent or temporary committees from among its members or others, define their duties and compensations, delegate some of its competencies to any of them, and delegate some of its powers to the University Council.

The University Council reflects the approved institutional structure for managing the University’s academic, administrative, and financial affairs, and for following up on the implementation of general policies and plans in alignment with the objectives of higher education.

The Council shall assume the following duties, powers, and responsibilities:

  1. To formulate the general policy of the University, define its objectives, provide overall supervision of their achievement, and monitor their implementation in accordance with higher education policy.

  2. To approve the general plans necessary for achieving the University’s objectives, and to work towards its development and the improvement of its performance.

  3. To approve the regulations and instructions governing the organization, administration, and management of the University and the regulation of its affairs.

  4. To draft the internal bylaws, including the internal regulations, the financial regulations of the University, and other relevant regulations, and submit them for ratification by the Ministry of Higher Education.

  5. To study the establishment, merger, or abolition of faculties, departments, or academic programs.

  6. To propose the appointment of the President of the University in coordination with the owner, and to submit the proposal to the Minister of Higher Education.

  7. To appoint the Vice Presidents of the University, determine the duties of each in agreement with the President of the University, and to appoint the Deans of the faculties, as well as to determine their salaries and allowances.

  8. To discuss the annual plan submitted by the University Council for the implementation of the University’s policy and its development projects with the owner, and to approve it.

  9. To discuss and approve the allocations required for the University’s various facilities, including construction, supplies, salary scales, wages, allowances, and bonuses.

  10. To discuss and approve the annual report, the draft general budget, and the final accounts of the University, and to deposit a copy of the University’s annual budget with the Ministry of Higher Education.

  11. To determine the number of students admitted annually to enroll at the University in accordance with the rules approved by the Council of Higher Education.

  12. To determine tuition fees, university housing fees, methods of payment, conditions for exemption therefrom, the rules governing the granting of financial and non-financial rewards and assistance, and the cost of health insurance, in agreement with the owner.

  13. To approve the determination of the salary scale for all University employees, including members of the academic staff, based on a proposal submitted by the University Council.

  14. To accept donations made to the University through endowments, bequests, gifts, grants, and other means, from within or outside the Syrian Arab Republic, after obtaining the approval of the Minister of Higher Education, and to dispose of such donations in accordance with Syrian legislation to achieve the University’s objectives in a manner consistent with the interests of the State, and to establish a special fund for donations.

  15. To propose approval of cooperation agreements concluded by the University with Syrian, Arab, and foreign universities, and to receive academic delegations and personalities after the approval of the Council of Higher Education.

  16. To consider any matter related to the University submitted by the President of the University that does not fall within the jurisdiction of any other authority, in accordance with the provisions of this regulation.

  17. The Council may establish permanent or temporary committees from among its members or others, define their duties and remunerations, delegate to any of them some of its competences, and delegate certain of its powers to the University Council.
